Why is it necessary to have a cast member and a pre-recorded spiel say this? I was just on Spaceship Earth and we stopped 3 times. Each time we began moving again, a cast members told us to remain seated followed by the prerecorded spiel. They actually talked over the pre-recorded spiel the third time. Why even have it at that point? Wouldn’t one or the other cover Disney in a lawsuit? Why have both?

Because people don't understand..A good example was the incident on Carousel of Progress a few years ago..

I guess my point is, if people don’t understand once, they’re not going to understand twice or three times. So why say it so many times when only once is good enough to cover yourself in a lawsuit?

It doesn't bother me.
I'm sure they do it for a couple of reasons mostly to cover their butt.
What if the recording wasn't working properly?
What is people weren't listening?
Its usually not that people don't understand its that they are too much in their own little world to hear/listen/pay attention.
It doesn't really bother me that they say things multiple times because even though I am always alert the first time I know most others are not.
I actually have a funny story about the last time I went and that was said.
My sister and I were on HM and the CM said that and it did start immediately where as usually it still takes a few seconds.
My sister said something that to me sounded like "where's she from?" I immediately said "Japan". She started laughing and I was like "What?". She told me that she had said something to the effect of "wow she was accurate" (about it starting immediately). It became the funniest memory of the trip.

Please not the COP video!
I get that it is unsafe and screws up the attraction if you leave but holy crap I would have probably walked out or gone out of my mind if a CM ruined my favorite attraction in all of WDW by continuously having to yell at people to sit down.

Did you miss the point where the people could have stopped the yelling if they had just parked their entitled butt in the seats like asked. All the CM was trying to do was get them, for their own safety, to sit so they could start the attraction again. You are putting the blame on the wrong people.

Did you miss the point that I would not have been one of the people getting up in the first place but would have felt extremely frustrated with the CM for completely losing their cool when I personally had done nothing wrong to get screamed at for over and over. The ride should have been shut down and guest should have been removed but once they finally started screaming that a CM would be there to assist it had already gotten past the boiling point for most normal calm people which is when I would have likely said screw being the rule follower.

gotta go with the previous poster, cm is losing their cool because this ain't rocket science. sit down. the highlighted is why they say stuff ad nausem. way to many guest have the attitude of "screw being a rule follower". seriously how long is CoP?? 20 minutes?? why do folks feel that they can do what they want, when they want and everyone has to go along with it??

now as far as shutting down the ride, lol oh yeah that would go over well

If you only say it once, and they ignore you, they can always claim to be distracted by someone near them speaking. If you say it three times, and they ignore you, the old distracted ploy becomes a lot less plausible.

Well, enjoy your new locking seat belts on CoP after the next refurb.

I'd imagine CoP is still a touchy subject for Disney. I get why the CM freaked out as I'm sure that everyone working on that ride knows the story.

It’s a form of lawsuit/jack@$$ control.

Some goober decides to climb out of a ride vehicle during a stop and *blammo* takes a Peoplemovrr train to the face, and their family will turn around and sue Disney because “you never told Lil Johnny NOT to climb out of the ride”.

..... or they don't speak the languages that were being spoken by the CM..
