Jafar can be randomly found at the Big Hat in DHS (probably between 4-6), where he would be pleased to sign autographs for his many fans. I know I also visited him one day near the train station in Toon town, which is a good location to spot infrequent characters.

buffalo wild wings close to downtown Disney ( the crossroads I think) has free wifi. I sat there for several hours today and used the net. The didn't seem to mind.( I bought pleanty of food and tipped the waitress well)
