The Comfort Suites is the hotel that is commonly used for its free Atlantis access. They are fairly used to people checking in and out at the same time I believe.

I think for $200 it would be well worth it. The boardwalk area is great and would have some great options for a birthday dinner.

Good choice

There really is no such thing as low-crowd at Disney world anymore, the difference between a 1 and 10 is going to be short 15-20 min waits for stand by on the less popular attractions, but Anna/Elsa and Dwarves are still going to be 1-3 hours for the majority of the day.
