The solution is as simple as it needs to be. There are 3-4 cabins in queue all the time on the outer loop. That gives passengers 3-4 "cycles" in the outer loop to load and/or unload, which will be plenty for any need. You load in the next cabin to launch, so whenever the passengers are ready...
