I’m on the safety team at work, so I am always looking for safety hazards. This screams trip hazard to me, also there is a potential for the rocks to become projectiles unless they are cemented down. There has to be something else coming. Even the sign for Test Track 1.0 had a chain around it.
Maybe a some kind of a ring mounted to the concrete base, either made of plexiglass or metal tubes?

I agree with you and thought that the very first time I saw a picture of the "curb." I can't imagine that Disney's immense legal department would approve something the way this sign is in its current state in the middle of a walking path.

If they leave it that way, Morgan & Morgan will make even more profit!

Definitely a weird choice. It feels all but certain that people will walk through and/or take the rocks. A deterrent is needed, even if it’s just a railing. Also, as was said, basic landscaping would be preferable.
That's what stands out most about it to me. It seems the first feedback that idea would get was that it would be too easy for people to climb all over it and that the rocks will end up disappearing and all over the place if they aren't glued down.
