Honestly I just thought about that the last time I was there. Why do they not do that anymore? There is still the dock where the lineup probably used to be. I never did it and I can imagine it would have been peaceful and interesting.

Another point is it didn't really make sense to for a giant Swan to be in AL.

They could easily scrap the swan theme and just make them boats. Swans are not a valid excuse.
Neither is low capacity if guests have other things to do.

If you could make it low maintenance (they obviously make it work in Disneyland for Storybook Canal), then why not? It would cheap to run and some guests would find enjoyment in it.
