Here are a few things I came up with
A.bring back the stage/celebration
B. Make it all ages as long as your with a parent/guaridan(or AT LEAST 16 and up)
C. Make a country western club kinda like how the neon armidello was
D. Make some new clubs that appeal to the younger crowd
E. Make specials, that would bring lots of college kids from the local colleges
F. Make it both for the residents and the tourists
G. Make a club that couples that want to leave the kids at home, or don't have any with can go to let loose

Gotta disagree w/ you on a few points.
B. Pleasure Island should actively discourage people bringing minors in, even to look around. It's a giant interactive boozing area, and with the slight exceptions of Comedy Warehouse & AC, inappropriate to bring kids. It's why my wife & I spend so little time in the dance clubs. Seeing drunk guys falling on little kids in dimly lit clubs, or hit on teens trying to look and act older, is not my idea of fun.
E. "specials" that bring in college kids usually involve cheaper drinks or the promise of a morally ambiguous night. One nice thing about drink prices being so high is it helps cut down on binge drinking & regrettable behaviour. Don't actively discourage college kids, but no need to try to atract them, either.
F. When PI actively pursued a local crowd, they had problems because of local bad blood boiling over in their clubs. Gang fights and the like. People who would be more interested in disrupting the vacations of strangers than just having a casual good time. If WDW makes PI interesting and fun enough, like-minded locals and colege kids will seek it out, leaving the seamier club crowd to hit regular clubs throughout Orlando.
My 2 cents is:
1: promote PI inconjunction with DQ, and rework PI as a "safe haven," a place where kids can be safely dropped off, and will be kept until picked up. It may convince more parents to visit and party, and keep kids out, while giving them a place they'd enjoy to stay.
2: DE-Disnify the live entertainment. When there are bands n Disney clubs, they often feel like a homogenized pre-packaged band-like experience & less like an actual band. Something I'd expect to see on a Carnival Cruise Line or 60s Catskill resort. There are plenty of awesome origina & cover bands throughout the country. Find them, and offer them a month-long gig, and hype them as The Next Big Thing. See 'em while you can. Generate genuine excitement for the show instead of relying on lame singalongs and lead singers shouting out "Is everybody having a good time? I can't hear you...IS EVERYBODY HAVING A GOOD TIME?!?!"
3: I agree in bringing back a c&w club. And a jazz club. Thre needs to be diverse entertainment for different tastes. Not to mention there should be places for, shall we say, people who want to be out at a club but not "clubbing." I'd suggest a lounge-y cabaret club/piano bar for Standards.
4: Keep professional dancers who are pretending NOT to be pros away. I find this the lamest form of forced fun. "Hey, there's a white guy and black guy dressed identically doing an awesome impromptu dance routine! They're bringing it onning, but no one's getting served! You think they met each othere here? And look at that super-hot buxom blond in 8-Trax! She can't possibly be alone dot dot dot CAN SHE???" Lame. Forced. Insulting. Stop. If you mudt have dancers, hype them as such, make it a brief but seperate show.
5: If necessary, do promotions to entice resort guests. Free drink coupons. Fastpass-esque Guaranteed seatings at CW. Free or inexpensive valet parking. More ferries late at night for PO, SSR & OKW.
