I thought it might happen some day. I'm bit surprised Disney is doing right now considering how close Shanghai Disneyland is getting for needing a 2nd gate.

The location for a Disney Middle East theme park is not a surprise considering Abu Dhabi is home to a lot of theme parks including Sea World, Warner Bros. World, and Ferrari World.

Disney expanding its empire to the Middle East. It’s about time. Some items Westerners need to comply with some of the rules of the UAE

Refrain from foul language
Conservative attire
Drink alcohol in designated areas
No PDA
No public drunkenness
There are probably more to abide by
Their house their rules

Iger being interviewed on the networks to promote. Sea World , Warner Bros and Ferrari already have theme parks in the UAE.

Family vacationed in Dubai and at the resort some US Military were getting wasted by the pool areas. Security was on them like flies on poop.

Walt always wanted a safe and clean park.
When I asked Google what "No PDA" means it provided an AI response "No Public Displays of Affection". Google AI stated that could include no hugging, no kissing, and no holding hands. Maybe Americans visiting UAE Disney could refrain from kissing in public but I don't think they'll want to refrain from holding hands.

Good placement to be in the Middle East. India with billions of people is less than a 4 hour flight and with a growing middle class it’s a win for Disney to target that audience. It’s on my bucket list to visit we can coordinate the Formula 1 Abu Dhabi race and DLAB and other sites it would make a WDW vacation look tame. One thing for sure the food quality in the resort and locally will be next level compared to the average bland food of WDW and Central Florida. Just adhere to the rules and customs of the Middle East and we’re all good !

When family visited and enjoyed Dubai didn’t notice any openly PDA to include holding hands. It was a magical place to visit very clean and very safe but extremely hot and food quality especially Iranian and Indian food out of this world. The Gulf region has come a long way especially just a few years ago in some parts of the Gulf region , men and women ate in different sections ( a fried chicken place had 3 eating area sections - men , women and families. ) and women were not allowed to drive.

It might depend on the person. My mom was definitely a NO PDA of any kind person. She was disgusted by my friend and her boyfriend holding hands in public, and when I was in college, just SITTING next to my boyfriend, she scolded me because we were "all over each other". We weren't even touching. Different people have different ideas about what is inappropriate, I guess. I, personally, would not be likely to go to a Disney park in the Middle East if it requires things like head coverings for women. But then, there are Disney Parks in other countries where I could go without that...so it's just a matter of personal choice.
