Yes.

I think not. It is a silly law that very few follow, a hinderance if anything.

It is completely irrelevant if "very few follow." It is a law of the US government, set in place with the intent of keeping youth away from mind-altering substance until they are physically and mentally capable of accepting consequences regarding the use of said substance.
