Personally I wouldn't do this because I do think of it as stealing and I am not a thief.

I have worked in retail and understand the frustration of people stealing and not being able to do anything about it. Unfortunately the thieves have all the rights - I had to not only see them take the item but be able to describe the exact item they stole (ie red womens t-shirt with blue flower - not just I think they took a shirt) and I could not lose sight of them at any point.

This means I had to follow them around every corner and not allow them in the fitting room without accusing them of stealing until I can alert someone else to contact security or the police. If I had lost sight of them for 1 second, I had no case and they are allowed to leave - with the stolen item.

Even if I am 100% certain they stole and item the hassle of trying to keep them in the store (when I had no right to search them or physically make them stay) just isn't worth it.

So maybe the lax security is at fault and maybe the guards don't want the hassle of accusing a guest of "stealing" parking and that is Disney's responsibilty to enforce the rules but just because a person gets away with stealing doesn't make stealing right. If that were true than everyone is welcome to shoplift at every store they enter...you just have to get away with it once then it's a free for all, right?
