To further explain, consider any random chick there. The possible outcomes would be
1.) the chick on the left pecks him, the one on the right does not
2.) the chick on the left pecks him, the chick on the right pecks him
3.) the chick on the left does not peck him, the chick on the right does
4.) Neither the left or right peck him
So the only way he gets unscathed is outcome 4, hence the 1 out of 4 odds. Since there are 100 chicks 1/4 of them would = 25.
