Not old, just vintage.
You can park hop. All you do is show your receipt at each park that day and if they have a wheelchair they will give it to you. The only way to guarantee that you will always have a wheelchair is to rent one from your resort. However, then you will have to travel with it on the bus, in your car, etc. There is really no way to make a reservation for one.

The only other thing I'd like to point out with renting one at the park would be to make sure the person who needs it can do the walking from the bus stop to the park entrance. It can be quite a walk into the park to get the wheel chair. Also depending upon your resort, you could have a long walk from your room to the bus stop as well. You might want to consider renting one from an outside company that way you have it the entire time. We did this with my mom each time we have gone.

The other thing is who is pushing the chair because while Disney doesn't look like it, alot of it is slight inclines and after pushing for a while it can be exhausting so consider who will be doing it to make sure they are able.
