i am going to peg late 2022-mid 2023 as to when WOC will return. I wonder what they will do for nighttime entertainment at DCA in the meantime while this is down.
Who stays that long?

Dang.. that looks like a lot of work. My random guess is that they're making platforms that are going to be very close to the surface of the water so they can walk to the projection / light booths to clean them rather than having to use boats (might also be helpful to assist with Winter Dreams, in which they place more floating barges for more lighting). Total guess. I would be extremely surprised if this happened to be any new technical features other than replacements for the booths.
You're probably right. I would just throw out my speculation but I think it's too early to know. A lot of construction starts with scaffolding holding things up to a precise level until something below can support it (i.e. they pour concrete and it cures, etc.). I'm no expert but I guess we'll find out soon enoughI think they are just building temporary scaffolding platforms so it's easy to walk over to the new structures they are building, and get equipment to them etc. None of that looks permanent to me, just being used as a way to get to the structures they are building.
Apparently water is starting to enter the bay / lagoon.
Thank God. That was an eyesore if there ever was one

It also smells. It smells faintly, but it definitely smells faintly of mold and putrid remnants of water puddles.
I am trying to find photo evidence, just have one anecdotal post to go off of. We shall see.
