What WDW restaurant is the best looking???

Disney does themes and decor so well! In addition to the ones mentioned, like Sci Fi and San Angel, I'd add the Coral Reef in EPCOT. Good use of textures and lighting, and all tables face the huge aquarium wall.

Theme-wise, we love Cosmic Ray's Twilight Cafe...at night, sitting downstairs and facing Sonny Eclipse and his Astro Organ. It helps, too, if the place is not crowded.
 
This might not be exactly what you're looking for, but we love the Wave. Just the entrance is pretty unique in itself, but the theming inside is quite nice too. We went for brunch in March and were one of only two parties in the restaurant for most of the meal. The more sophistcated take on an "Under the Sea"-type atmosphere made us feel so serene (and I think we would have felt that way even if it was busier). It's our new favorite, and I can't wait to go back in December!

That's not the library. It's the Rose Gallery. It was never meant to be the library.
Not The West Wing; the other one. Everyone calls it the library...okay, I was wrong so I looked it up and it's:

The Castle Gallery – Get swept up in the romance of Belle’s private library, and inspired by the larger-than-life figures of Belle and Beast dancing.

I copied/pasted that from the WDW site; even though it's called The Castle Gallery they still use the word 'library' in the description. I think there should be book in there.

Tony's has good Chicken Parm. Sci-Fi had been a family favorite since it opened. Ohana at dinner is amazing. My bf and I love eating at Cooke's in DTD when it's raining. I think every restaurant has it's highlight.
