Just about anywhere. Guest Services, hotel front desks - heck, I've even seen Cast Members bedecked with all the various buttons in stores like the Emporium, etc. Not hard to track down, trust me!

Do they still give out Epcot-specific birthday buttons at Epcot guest relations?

No, they're all the same property-wide now. The park unique birthday pins stopped a few years ago.
