They need to bring back the Skyway.

If the whole Project Starbucks thing was about different ways of moving crowds around, then WED already had a solution running for about 40 years before they got rid of it:

I loved Skyway. And I would never bring it back. One thing many forget or were lucky enough to never experience: Getting spat on. It happened to me twice over the years. Nearly the entire course dangled over busy walkways, and the outdoor section of the Toad queue was a particular danger zone. For me, at least. :( It wasn’t a huge issue, BUT enough of one to make me okay with its removal.

Disclaimer: I do seem to have a saliva-mishap-at-parks history. At the San Francisco Zoo, a llama spat into my open mouth while I was talking. From, like, five feet away.

They could always have enclosed cars like the ones used at Tokyo Disneyland:
