From a marketing standpoint, it would seem easier to sell a stick-built standalone resort (at about the same construction cost per point) than try to convert existing Moderate rooms into a DVC footprint---particularly at the least-popular Moderate.

Agreed. That's part of the reason I was skeptical when the rumor was originally reported. One of the given reasons was that the rooms at CBR weren't selling so they could reduce overall hotel capacity and make a quick profit on selling converted rooms. One of the big issues is CBR being moderate not deluxe. Do you sell the points for the same price as the DVC additions connected to a deluxe resort? It might be a tough sell if I'm comparing buying points at Poly, GF or CBR. The rumor was that they were going to connect the resort to EPCOT directly via boat making it an "EPCOT Resort". I think that may have helped, but it would still not be an easy sell.

Here is a comparison of the permit statistics between 2013 and 2014.

Total permits: 1285 (2014), 1582 (2013)

Total permits are down quite a bit from last year, a 19% drop.

Parks:

Magic Kingdom: 218 (2014), 275 (2013)
Animal Kingdom: 138 (2014), 172 (2013)
Epcot: 135 (2014), 170 (2013)
Disney Hollywood Studio: 106 (2014), 158 (2013)

MK, AK and Epcot were down about 20% which is consistent with overall drop in permits numbers, but DHS was down 33%.

MK makes sense since FLE was still under construction for the full year 2013. I would have thought Avatar would have added a bunch to AK in 2014. DHS...the calm before the storm;).

Here's to 2015 being a big construction year.

Most of the AK construction is being covered under large blanket permits.

Makes sense since P&R reinvestment in 2014 was around 9.6% according to @ParentsOf4 so necessarily permits would decline as well.
