Water Parks and More...In December

We might be wanting to check out Disney Quest during our stay next December. But I'm confused as to why Disney charges the same amount of money for the Water Parks and More option as they would in the summer when the water parks won't be open?

We might want to visit Disney Quest a couple of times.

One of the two water parks is ALWAYS open, unless the weather is really really cold.

I have used the Disney pools and water parks many times in December with no problems.

And if you're only looking to go to DisneyQuest once, it's cheaper to just buy the 1-day ticket for it. The WP&M option only becomes the better buy when you want to make 2 or more visits to the "minor" parks.

I've done the waterparks in December. The water is heated and the temps can get into the 70's or 80's. Though 60's are doable. One of them is always closed for refurb in December though....that's when I go. Bummer.:(
