Was WDW always expensive?

As stated, relatively speaking yes; Disney has always been expensive but no more so than other recreational activities.
I can remember visiting Southern California circa 1976 enroute to Schofield Barracks Hawaii and paying $8.00 USD for a one day ticket to Disneyland and $8.00 USD to see the LA Kings play the Toronto Maple leafs, the game ended in a tie, but I digress. That was a lot of money for an Army 1st Lt at the time.

Well knowing the Leafs nobody gets enough bang for their buck, lol

You know I have to wonder about Walt. Now of course things have gotten bigger and better and I can definitely understand the ticket prices for sure. But one thing Walt made a quote about was that he didn't want Disney to turn into a rich man's park where the average person couldn't enjoy it. I mean even a place like Peco's Bill Cafe is extremely expensive for the offering of food you get. And it begs the question, does it HAVE to be like that?

Yes, in today's market it has to be like that.

Walt Disney died in 1966, long before the modern era of economics where entertainment wasn't the big business it is now. There are volumes and volumes written out there on costs for entertainment, especially the excellent "Disney Wars"...

"expensive" is also relative to where you live, where I am, what i pay in just property taxes is more then most pay for their mortgage and i am far from "well off" or even comfortable when it comes to money. But I make a little more then most also because of my location. Point being it all depends on where you are from. Two or three states south and my pay gets cut in half. Maybe disney should consider some sort of discount for families under a certain income level, granted you would need to divulge some personal information to prove your income level and some might have a problem with that, and if you did then simply dont apply. But i have a feeling that some people who thought they could never afford to go would take advantage of such a program.
