Walt passed away Dec. 15, 1966
Above ground construction of Magic Kingdom didn't begin until late 1969
Starting with Main Street and Cinderella Castle.
Why was the apartment for Walt and his family still built into the
castle design?

The area located just above Cinderella's Royal Table restaurant inside
the castle was originally intended to serve as an apartment for Roy
Disney Sr. and his family while staying at the WALT DISNEY WORLD®
Resort. With the advent of Roy's death in 1971, the apartment was
never built.

But many shows that air on Travel Channel show that the appartment was
built. (The History of Walt Disney World) It shows a computer image of
the blue prints of the castle with a little elevator going up to the
appartment.

Yes there were blueprints, and the space is there, but the apartment
was
not built. Instead this area first served as the operations unit for
Vista United Telecommunications (WALT DISNEY WORLD® switchboard
operators). More recently during the Cinderellabration shows, it
served
as the dressing rooms for the entertainers performing in the shows at
the Castle Forecourt Stage.
With our newest celebration, dubbed "Year of a Million Dreams,"
Cinderella's bedchamber will feature a lavish bedroom with an unrivaled
view of the park. It will be in a space originally earmarked, but never
used, as an apartment for the Disney family. A lucky family will be
invited to spend the night.

Quick question: The apartment was intended as an apartment for Walt and his family, right? Didn't they start construction on the castle AFTER Walt's death? This makes me wonder if there was some other reason for this room being put in the castle.
