I believe they use Photoshop. However, I have made animated GIFs myself using only MS-Paint and a free download utility from the Internet by Microsoft, Microsoft GIF Animator. A Yahoo! search will find numerous sites that offer a free download for this software. Anywho, all you have to do is create a string of GIF images on Paint, changing a little (or a lot) each time, and then insert them into animation, and tell how long each one is displayed for, to create a little animation.
