It’s amazing how people just jump into these stories about shade. These spaces aren’t designed in a vacuum. They don’t find people in California, lock them in an office and just build whatever they spit out. With something like dining venue seating it’s even less at the whim of the designers as there are spreadsheets outlining how much seating should be provided and in what condition because there’s a cost associated with different conditions. The thing about simple shading is that it costs money, money that ops will spend later because they have to deal with the fallout.
At a deeply fundamental level Toy Story Land is very poorly designed, but it’s not some cutesy story.
