Midway mania was built as part of a Pixar studios that was never completed. It was not built as part of Toy Story Land, nor was it apart of TSL’s budget. The end customer does see a land with 3 attractions, and that’s great, it does make the land feel more complete. But for the purposes of Disney’s building and budget, TSL has only 2 attractions.
If midway mania wasn’t there, it’s doubtful Disney would have spent that kind of money to fill in TSL.

I don’t think we can accurately guess what they would have done with TSL if Mania wasn’t already there. There would have likely been a third attraction added, but difficult to say what it would have been or it’s scale.

What is there like, 3 or 4 other Toy Story land flats that have been used around the world that could have been or maybe one day could be added?

Yeah I think there’s 4 flat rides used around the world in other toy story lands. Interestingly, none of them were used for the WDW land. Opting instead for original attractions.

The Toy Story Land in Hong Kong and Paris are identical with three flatrides. A halfpipe coaster, paratower and slinky themed spinner. Shanghai swaped the paratower for a copy of aliens saucer

Correct. So a total of four other flat rides and none of which cloned at WDW.

I think we should’ve gotten the paratrooper ride. Novel ride system in the area and small footprint.

I too would have voted for the green army men to be part of the land, would have added a neat visual, but I’m guessing the land got redesigned because green army men and RC racer would have been visible from Star Wars land next door.
Though Alien Saucers is really a reskinned clone of Maters Junkyard Jamboree

Those rides are also extremely lower capacity wise compared to the others...

Actually the #1 thing I would like to see added is Jessie’s Carousel. That would be a great addition both kinetic energy wise, and a ride people could ride without a fastpass+ reservation..... hopefully.

I was thinking over in the area where the restaurant will go.
I believe Slinky Dog may be visible from Batuu. Maybe they'll claim it's a Star Wars Christmas?
Riding RC Racers in the rain was an interesting experience. 
Not sure it's the kind of ride you'd want in Florida, where it rains almost daily for 6-8 months out of the year.

To be fair, Alien Swirling Saucers is covered but not covered enough and still gets wet forcing closure...
