The more notable difference is the eyes. The older Woody and Buzz facial features actually appeared to be looking at you compared to their current designs.

To back up @YodaMan , I would expect the new looks to debut about a month from the parks' reopening - two at most.

To be fair, you literally quoted a post saying the new looks would debut a month or two after reopening, not on opening day.

Fittings had just begun to take place the weekend before the parks closed. Then everyone got furloughed and it got paused. It’s still going to take a little bit of time to catch back up.

They're the same design. It's probably the lighting that makes you see them differently. The dead giveaway is Bullseye. Bullseye is being retired with the rollout of the new look because Pixar doesn't like him standing on his hind legs

Yeah, Bullseye always looked a bit odd compared to Pluto and the kittens from The Aristocats. (probably since those characters were spotted standing on both legs occasionally).

I don't think Mike and Sulley look too bad, and the Onward guys look fine.

Is that the same Buzz head? It looks different unless I'm getting it mixed up with the oldest version. His eyebrows are not as arched. He doesn't look nearly as demented or evil in that video.
