And if I deliberately cut in front you or purposely delay you one log or one train in the Splash Mnt or Big Thunder queue it would not affect your wait much at all either (providing that was not the last ride just before a breakdown or an inclement weather delay).
It's a common practice at WDW for CM's to give people their own vehicle for a "magical moment" at their discretion, and yes it's typically more when the wait time is short.
