Indeed - it seems pretty clear that this is merely a primer for whatever paint-job is to come. They're not throwing funky colors all over the land and leaving this one building eggshell white.
It's amazing - we're literally seeing each step of the construction process yet members of this forum think each step is the final product.

That has to say something about the way humans view short vs long-term change.

We have also seen a lot of things that look like mid project work that indeed does turn out to be the finished product... Look at Future World paint job... It is not unusual now to wonder what they are doing or if they are finished or not...
