We know they are already behind in this "In development, dirt is moving" project. This project still does not have the proper government approvals and has 90 days from when they attempted to file the approvals to fix it.

Lets hope they just drop this stupid cars thing and focus on actually expanding the park and start Villains land ASAP
I would expect them to go back and forth with regulators multiple times before they get the green light to fill in the RoA.

I'm not sure why it's nothing but a cement pond. Maybe the bird sanctuary thing might play but zoning, building and environmental should not be a problem. They have to clear and build the laydown yards then they can move equipment and material in. This should be fun to see from the monorail
Unless they want to move the drainage canal from Central Shops.....

My pet theory is that the hold up has little to do with the actual filling in of the river and that it’s something more along the lines of what you’re talking about. Something like the sanctuary or the drainage canal that would have some sort of large impact on the whole area.

Because it is a massive project to fill in RoA and because the lay down yard requires a big clearing. Regulators are very very picky. Answering requests like this is often very expensive too because you have to hire consultants who specialize in what they’re asking for. I wonder if they’re at the stage where they ask Disney to look for an Indian burial ground yet…

But this destruction of the placemaking of multiple lands of the park is not going to deal with Epic Universe... They have known about Epic for many many years and had time to come up with something but chose to wait... A Villain's themed coaster and a couple gift shops, and a Cars off road rally ride and a couple gift shops is not going to up Disney's game enough to compete with a whole new from-the-ground-up Theme park with all new state of the art rides and attractions... Adding a replacement for Chester and Hester and a re-skin of Dinosaur, while nice, is also not adding any new capacity to the park... DHS getting a Monsters Inc. coaster will be great, but again, it is one thing...in a park that desperately needs new attractions...

I'm not sure what people really wanted from Disney. Nothing they could open next year would compete with Epic Universe except a 5th gate, but they were never going to build a 5th gate. In what world is it wise to invest hundreds of millions of dollars on attractions that get overlooked because of Epic's opening? Give Universal a year or two, let the hype die down, then have tons of new attractions ready to open and welcome guests in. It's a much better strategy than trying to compete in an area you simply can't.

While true, if they had started 5 years ago they would be better set to deal with Epic, but we had Covid and the EPCOT projects going then. I guess waiting is one strategy... sadly none of the new stuff will be open in a year or two... maybe the Animal Kingdom Zootopia show... everything else will probably take a lot longer especially with nothing closing until 2025...

I think it depends on the permits. Allegedly permits were already sent back for corrections/more info.

We presume this is an easy thing to fix and send back but what I was thinking about is the ROA has been around over 50 years. Are there plants, birds, frogs, bugs , living things that will be endangered by filling in ROA?

I have no idea, but when a significant thing like this is going to happen there is usually some environmental group to have something to say about it?

They have completely drained the ROA several times over the years to do repair work on the track for the riverboat (and scoop out the mud on the bottom). They didn't didn't seem to have any issues at those times.

I think the problems lie in the swampy areas behind ROA and the loss of the vegetation for the lay down yards.

They can still close it while waiting for the permits.

That’s why I don’t buy all the “nobody visits” and “it’s too expensive” claims… nothing has stopped WDW from simply closing the island or riverboat. They even considered the rebuild costs for both the riverboat and steam locomotives before the new boilers were ordered. They looked at numbers, and decided it was worth it. I don’t think anything has drastically changed since then.
