The blue dot is (i think) where some of the back stage research areas are. Also things like locker rooms, showers, etc. I guess if you wanted to, those could be relocated.
I'm not sure where you'ld build a walkway too. The white cylinders toward the upper left edge of the picture are the tanks filtration system. I'd be really surprised if those were moved, not to mention where would you put them.
