Because the state has an interest that there aren't pockets of poverty or ignored minorities that have high infection rates in the effort to fight the pandemic.

For example, let's say Orange County gets its positivity rate down to .8%. That's great, right? Let's open the theme parks up!!

But wait. While the county overall my be .8%, there are some neighborhoods still at 4%, but since it's a small minority, they don't skew the county-wide metric too much.

So what's the big deal?

Well, besides leaving the poor and marginalized with the burden of a plague that they don't have the means to deal with themselves is a humanitarian disgrace, there's a practical problem with leaving pockets of high infection rates: They don't stay in the pockets.

The minimum wage workers at Disneyland most likely live in those depressed neighborhoods and they pick up the virus there and bring it to the parks.

So, the state is saying that counties and cities need to do more than have a low positivity rate which may include small pockets of high positivity... it has to be low throughout the whole county/city.
Why is this metric needed only in California?

It isn't.

But California's big. Really big. A small state can keep track of pockets of poverty and marginalization at the state level (if it wants to). Cali's giving that job to the counties.

And... State Sovereignty. Health care and emergency management falls on the state level mostly. Especially if the Federal Government decides not to get too involved.

California ignores minorities? Most of my companions are Asian and Hispanic and they're not what I would define as "Marginalized" or "Ignored". They reside in the suburbs (on some of the most valuable real estate in the country) and are what I would consider successful people. They are also considered "Minorities." I'm not really following. But like I've said time and time again, I'm a simple man, not a man of The Science. Don't hurt me.

We all understand the concept of what they are trying to accomplish and even if you absolutely believe that is the right social strategy, this is not "driven by science" as the goals, hurdles, percentages, etc. are not from a scientific, mathematical model, they are completely arbitrary criteria to help achieve their desired goal.

Just like the various hurdle numbers that make up "Purple", "Red", etc. are not "science" they are milestones that are arbitrary and directional. That is why every state in the country has different "science" and the UK, US, France, etc. all have different "science".

Science tells you that pockets of high infection don't remain contained.

Social sciences and mathematical models identify those pockets.

Politics creates policies to deal with the situation based on the information given.

Would it help for me to start getting tested every two weeks??? I'd do it for Ky'le From Tustin and all the other Disney Characters that Bob Chapek says populate Star Wars Land, if it would help them.

Sadly, there may not be much you can do for Ky’le right now. I read over on the other site that apparently, Disneyland just let go of a sizable chunk of their Galaxy’s Edge staff. Apparently, those that transferred into the area from DCA lost all seniority in the transfer process and we’re all just let go. Disneyland CM transfers appear to be safe for the time being.

Having worked at the resort, I know they look for the best of the best when new attractions open. These were probably some of DCA’s finest who gave up all their seniority to be a part of something they believed in. Chapek cut down on entertainment and then asked the world of these CMs to fill that void, which they did. -and Bob would tout about how wonderful they all were and how there wouldn’t be an experience without them. They were apparently super important.

-and now they’re gone.

Ethnic covid gerrymandering.

As a scientist, you can always manipulate the numbers to be what you want them to be. As long as you explain yourself, it's science.
That'd work if it weren't for other scientists calling you out on it, because science doesn't work the way you portray it. But, good for you for undermining faith in learning, expertise, authority, and shared knowledge.
