Like how some elements from Disney’s America were recycled for DCA? Or the Movie Pavilion at Epcot Center became Cinemagine Park?

Exactly! Or like how the vacant, ugly, boring parking lot which DCA replaced was the primary inspiration for Walt Disney Studios Paris.

how would you do a port themed disney park with enough differences that olc won't sue?
Just do basics if you want to: lands, dark rides, and e-tickets.
