Why are they making this? Don't get me wrong, I love Incredibles as much as the next guy. But it never had any Lego sets before this year.

Those had sets but no game. Incredibles has no sets but has a game. This was also my biggest problem with Lego DImensions, nearly half the IPs in that game never even had Lego sets.

There are incredible set. 3 or 4 are out and the mini figures leaked last year

Because the game marketed itself as this giant celebration of Lego, but that's not the case when 13 out of your 30 properties are not Lego.

They actually talked about this. They used this an an opertunity to do IPs that they knew they would never get enough rights access to make full sets but could get into a game.

Well then why couldn't Warner Bros. just drop the Lego branding and make "Dimensions"?

Because Lego sells. For the last three years it’s been the largest toy company in the world. It sells. It sells so well that until this year Lego couldn’t manufacture the amount of toys ppl wanted and their was a shortage on many set
If you have the choice of selling games were your IPs and seeking maybe a couple million copies or working and branding with Lego and selling a couple dozen million copies which option are you going to chose.
