The Land balloons

Hi there!
Can anyone tell me the reason why the hot air balloons above Sunshine Seasons food area in the Land no longer move up and down? That was kind of charming and I miss it! (yes, along with missing other things too..) Seems like getting them to move/fly up and down would be simple enough for Disney to do? Maybe there's a reason I'm not aware of. Enlighten me!

Not sure, but I doubt that they can be dusted and perhaps the Health department thought the up and down motion of the balloons might stir up dust and rain down upon the guests who were eating down below.

Strictly a cost savings action. WDI giveth, TDO taketh away! Welcome to Walt Disney's Diminished World! It is the same as the way Walt Disney Budgeteering has turned fountains into planters all across the property.

I've often wondered if the reason that most of the fountains are gone is not saving money but not having systems in them to maintain water quality. Far too many time's I've seen parents put their diaper wearing kids in the fountains to splash in the water. If the fountain was not designed with full water treatment capabilities, the only way to not create a health hazard for guests is to shut it down and fill it with plants.

The saddest example of this I've seen was at the Cinderella statue fountain just behind the castle. One warm summer afternoon, no fewer than 5 guests were sitting on the ledge around the fountain with their shoes off and feet stuck in the water. They were completely oblivious to how inappropriate this behavior was.

Sometimes the reason nice things go away is not Disney being cheap but ridiculous guest behavior creating unhealthy conditions.

I recall seeing a large number of cigarette butts in some fountains too. And many, if not all, were not located in so called "designated smoking areas".

I think you may be on to something here, I also think the reason that the Splash Mt. boats now have lap bars was to keep people from getting out of the boats and messing with the Animatronics, twice I saw people do that and think and one of them broke the head off of a Brer Rabbit AA. So not only does Disney need to protect the guests from the things in the park but they also apparently need protect the things in the park "from" the guests

I remember them not moving way before the refurbishment to the new restaurants...I was sitting near the old white fountain in the center, and chatting with a custodial CM who had been there for a LONG time, he was saying they just stopped moving because of budget cuts and there were tons of cuts happening all over the park. He was pretty sad about it.

Even though it did look dated, I also liked the old food stands they had there compared to what it is now

This July?
I saw them moving not that long ago. I don't remember when, though. It could have been a couple months or a couple years, lol. My mind isn't that sharp.

I only remember it because I thought, "Oh, my gosh. I'd forgotten that those things used to move!" and was glad to see them do it again.

Once something stops (or is gone), I forget it was ever there in the first place. I didn't notice when they stopped moving, either.

They pretty much have to put a wand on the ball or turn the castle into a cake before I take note. (Or pull the Lights of Winter!) :)
