I'm sure a lot of stuff will be planned for EPCOT, but not carried out. Just look at Avatarland in AK and see that it has already become scaled back from the original plans.
Step One: Plan something cool that everyone is on board with
Step Two: ??????
Step Three: Profit!
It makes me sad to think that realistically, over the next ten years all we're going to see updated in EPCOT is a cheap Frozen makeover in Norway (Phase One already happened in the Stave Church), The Monsters University playground area (if they keep it all year round), the Soarin' over Florida film (presented by Tropicana, so you still have the orange blossom smell!), and whatever they replace Captain EO with.
As long as people keep buying beer at WS, EPCOT will continue to generate cash flow, so there's really no need to invest in updates from a financial perspective. They'll wait until a new movie phenomenon occurs that can fit into the EPCOT scope of things before that happens. I thought it would have already with WALL-E for FW or Brave for WS, because both movies grossed more than Cars. Of course a lot of films' sequels do better, i.e., Monsters University. Probably because inflation isn't calculated.
I adore EPCOT. I understand why a lot of things have happened and it's not the park's fault. The vision was laid out and the technology outgrew the vision (and that's a huge problem when the vision is technology). No new vision was constructed to enhance the allure of the park. What is EPCOT's answer to MK's Splash Mountain? Mission: Space, Test Track? They tore down rides to construct these, they are not additions. Body Wars is in a new park with a new theme. Does anyone eat at the Coral Reef Restaurant anymore?
I think the best thing (and probably the cheapest) would be a WALL-E 4-D experience with moving seats to replace Captain EO. How awesome would it be to recreate the space dance with EVE? I think a lot of kids, now children would relate to that moreso than what's there now. Also, a new pavilion in WS to feature Brave, the ride... there aren't any outside water rides, this would be a perfect fit for it. Easy to create a last, large drop where the evil bear tries to come out and get you. A perfect fit for Scotland and whiskey sales and there are 75 active breweries to feature their beer.
