She's the garden talent fairy. You need to see Tinkerbell the movie to really "get" the other faries... or just talk to Vince :lol:
Pixie Hollow is in Toontown in the big tent to your left when you enter from the hub. You go in the tent, and the line wraps around the left side of the tent. AFAIK that's the only place to see them right now.
