Because:
1. It costs too much money to get Anthony Daniels to record dialogue for a new C-3PO appearance.
2. For the experience to be truly “random”, instead of an animatronic puppet, they would have to use an actor in costume.
And that would be much of a safety risk. You’ve already seen how entitled/overprivileged guests enjoy messing with costumed characters….add to that a protocol droid getup that messes with the performer’s vision and range of movement.
Even Anthony Daniels himself had issues with the costume. How badly do you think it would go for a minimum wage character performer?

She would only be about 70 in the timeline where galaxys edge takes place. We could also assume since she is attuned to the force she could live up to two hundred years. I don't see why she would be canonically dead (unless I missed a some medium other than the cartoons and shows she has appeared in).
To be fair, since we're talking about AC/DC, that rare b-side and and the new song they're working on will probably be almost indistinguishable from their staples after you've had a couple of drinks, anyway.I suspect it's a bit of both. The faction on here that is posting "Yeah. But it's new Star Wars. It's still being created." is missing the entire point. It's all well and good that they want to introduce "new" things. But "new" doesn't really square with the expectations nor the price point of what Disney has been hinting at for over two years.
Let's say you're a music fan. And you shell out a couple/few grand on a few prime seats, a VIP meet and greet, and maybe some exclusive merch for the AC/DC show coming to your area. You are going to that show to hear Back In Black. You are going there to hear You Shook Me. To hear Thunderstruck. In short you are going there to hear the staples in their catalog. You're not shelling out that cash and making an emotional commitment so that you can hear a rare b-side that was released on the limited edition Japanese disc or a new song that they have been working on. Even though it is AC/DC.
You guys aren't serious turning dinner on a $6000 excursion into a pizza party at Chuck E. Cheese, are you?
So no mention or preview of the starcruiser during the parade. Yep, I’m sure they’re hiding all the good stuff for the guests to be surprised becuase they’ve done that with every other big ticket ride/attraction/experience /s

IMO, the people who do LARP and cosplay saying this won't work is a big issue.I've not defended the cost of the event, lest anyone think I'm 100% pro-Disney on this.

July - September has never been really filled yet.
March through June has, at times, been mostly filled.
When the 90-day pay-in-full deadline first hit the beginning of March, then there were indeed a lot of openings popping up, as people backed out of their down-payment reservations. (The 90 day mark is now up to Mar 22, and people are most likely getting emails about their impending pay-in-full dates two weeks ahead of time.)
And so, from March through June, there are 61 cruise dates. Before the 90 day deadline hit, there were about 5 unfilled dates. (Keep in mind it only takes one room unreserved for the date to be open.) But once the 90 day deadline hit, the openings have been all over the place: 12, then 7, then 15, then 10, then 21, and now... 18.

I'm betting that Disney is no longer talking about Galactic Starcruiser not because they have more bookings than they know what to do with.
My bet is that Disney knows they have a flop on their hands and are rushing to fix what they can ASAP before they dare mention it again.
