Spiderman question

Recently on IOACentral.com, they did a peice on backstage on spider man, well, the showed a picture of the head of the statue of liberty and the sentence below it said "One of the best and most plagued special effects" or something to that degree, does anyone know what the head is supposed to do?

It is supposed to "levitate" above the ground as the SCP travels under it.

I believe the effect was working when I went there 2 months ago

Yeah, more often than not it is operational, but it is a pain in the to maintain from time to time.

I've only seen it not working one time...and I've been on that attraction quite a few times. (It's a great effect too)
