I chose #2 because to be Steve you have to be the creator/manager of your world, just like Stephen King. He creates worlds and has to control what happens in them. He makes decisions for the good (or bad) of his world so that those who enter his world can enjoy it and become part of it.

I think that sums up what happens here with our Steve.
