When we got the GAC, They did ask to see everyone in the party & the one that the GAC was for and they attached the wheelchair sticker to the stroller also. This was at Epcot.

A friend of mine got one for 6. She went in alone and still got it. I'm sure it depends on which CM you ask, and how much of a fight the CM is willing to risk getting into.
