Yeah it is, save for the graphic of the tower being struck by lightning, because obviously the two hotels look different. No point in repeating the tedious and expensive process when the diologue remains the same.

The pre-show videos are the same, yes, but DCA's Tower's actual ride narration and script is a little different.

I'm pretty sure that it was also done by Mark Silverman, but it does sound different... his tone is too low. Perhaps he just kind of lost his touch over the years.
