Agreed completely. The changes to both TT and Soarin' improved their fit thematically - I don't think there can be any question about that. Unfortunately IMO both rides became less enjoyable but I know some feel differently. Frozen to me is the exact opposite. The new theme doesn't fit but they actually improved the ride.
I enjoyed Soarin 2.0 much more than the original. The new ride actually had transitions, unlike the random screen cuts of the original. The projections were much clearer as well.

Just need Tron to break ground now and that will bring the 'under construction' count to 8 major attractions. That we know of.

The new MK theater will be 9.

My guess: the theater prep work will begin early November. Why? Because, beginning with the Christmas party, they're going to push out the non-ticket-holders at 6 PM instead of 7 PM. Thus, they won't need the side street any more to bring in party guests as they push everyone out through Main Street.

They use that side street starting at 4.

But at some point they're going to have to stop using that side street completely while construction is happening, no?

Not necessarily. They can put up construction wall along the parking lot side of the bypass while the theater is being built. At most they would have to close it for a few weeks to do the final connection to the bypass, but that might not even be necessary.

I'm reaching for an application for the swing thing and a ride for brazil. Seeing how IP-centric Disney has become, I would think (but not hope) that they'd put an IP ride in brazil. Unfortunately, I really can't think of any IP that takes place in brazil.

Core and Shell describes the most basic components of a building with no interior fit out. It’s like the empty spaces in a mall. These permits are for the underground components of what it states. That blog post is too close to implying that the attraction will be built within a year, and this permit is far more narrow in its scope. There will be no mischief within a year.
