I've had clerks in stores who could get into the register refuse to sell me things. They can't add tax and make change without the register giving them the amounts. I even tried to walk one through it once. It was like, "Multiply by what? Then adding?! Mercy, no! I cannot do that and I cannot trust you because you are trying to confuse me with all this talk of advanced mathematics!" (Not an actual quote, but may as well have been, lol.)
Wasn't @mkt there also...I seem to remember something about it when you originally posted it.
Like there was a hurricane party or something?
I guess the level of difficulty varies on the person, but I'd just make change and then run it through the system when it came back up. I have, in fact, done this. All it required was very basic math, a piece of paper and a pen to jot it down. There is more to it than that.. without the running sales totals... if they sold you stuff their till would be off when they counted out. Nevermind things like tax payouts to the government are all rolled into the POS system, etc. The sequences of the business are all so tightly wound together.. its difficult to do things outside the lines.
A register can also easily be plugged into a surge protector with a battery backup to keep it running.First thing to get power is the cash registers. Watch those almost never go off no matter what happens.

Like I said, I'm sure it can be viewed as a very difficult, even downright impossible task. I also understand that the rules may say that you aren't allowed to do it yourself, etc. While I don't disagree many cashiers can't do basic math... My point was only that's not the only factor.
Post ring up isn't hard on a typical food service pod where all entry is off a menu... But when you have UPC based systems like a merchandise location or retail.. Doesn't scale quite the same
