I'm putting my money on the area right after the battle scene but before the man being put down the well.

Context? What Context we don't need logic here we are in a ride where a Town is protecting a pirate who wants to steal their treasure from other pirates who want to steal their treasure. That seems to be the current line of thinking at WDI these days.

I think it was higher ups choice to put movie references but idk

Management told WDI to put some movie elements into the ride (which by the way inspired the movie.) WDI instead decided to change the ride to revolve around the movie rather than the other way around. They could have easily added the Jack AA's and left it at that but instead we are treated to a nonsensical story about how the town is hiding Captain Jack Sparrow who wants to steal THEIR Treasure and the Mayor would rather drown then give him to the other pirates. If anyone can make logical sense of that let me know.

Whats the context and how does that further the "Dead Men Tell No Tales" atmosphere?

If they're determined to add mermaids, then the skeleton area seems (to me) to be the only logical place. Mermaids of legend were seen as sirens who would lure seamen to a watery grave and the shipwrecked skeleton at the wheel could have been one of their prey. Also, ever since the Jack Sparrow refurb, the talking skull has been missing from right before the waterfall and the area is in complete darkness. Even the skeleton at the wheel is hard to see unless the strobe flashes at the right moment. I can see this area getting a little more light and a mermaid (or two) somewhere between the skeleton and the waterfall luring us closer and closer towards the waterfall and....down we go. One of them may even turn vicious on us as well. Well, that's how I would do it if I had to insert a couple of mermaids. They would stick out a bit in the town and get lost in the battle scene.
