No, the manager can't. Those things are arranged and those provisions are made by individuals way above the managers pay grade and the managers simply saw to it that the provisions were put into effect or executed properly.But the manager can set something else up, if I am not mistaken.
When BoardWalk pool is closed, the Manager arranges a shuttle to Stormalong Bay.
When Poly pool was closed, each Guest received a water park ticket.
With so many pools closed/under refurb at Riverside at that one time, the manager could have arranged something else. But they instead left poor offerings for their Guests.
Just a customer service thought.
