Its been a rule as long as ive been here.
My guess is that yes, a bunch of nasty fights probably caused it. Politics were banned on another college basketball board i used to be on because of it....

When I first joined--July 2002--it wasn't a rule, I think, but a thread or two led to the ruling. It's a good one, just as "religious" threads are also frowned upon, and for good reason.
