Maybe they could try one of the exemptions but it would really be a big stretch since all they did was ask the guy to leave and he left peacefully (supposedly).
You apparently are not familiar with DTD. There is no public sidewalk. Everything is on Disney property. The nearest public sidewalk is adjacent that Welcome to Disney World sign along SR 535, across from Crossroads.
Actually I am very familiar with the DTD property and what parts are owned by Disney as I have a WDW/RCID land ownership map hanging in my office. All of Buena Vista Drive and associated sidewalks/right of way is a public road. A lot of people (including WDW employees) don't realize that almost all Disney roads are public roads, It probably would have made for an interesting situation though if he had done that and the security guard tried to ask him to leave a public road.
