Yeah, I noticed it was upside down when I snapped the photo (I don't know if there is any significance to the way it was displayed).

I just did a search and it said if upside down: "upside down pirate flag was flown to mean No quarter," we're going to kill all aboard". That seems a little harsh for Disney so I can't validate that answer but my last visit didn't see it being flown.
