I would guess we'll see PTN the whole 70th. WJ? Since it's really not a 70th Fireworks Show, I don't see it over ruling Halloween Screams or Believe In Holiday Magic.
They said in the announcement PTN will run the whole 70th, but WJ won't run during the holidays

Now that the tallest float was replaced (frozen) I wonder if that means they can have the main street holiday garland up while running paint the night this time around.
Are we 100% sure that it was replaced and won't be returning? From the official webpage,

I wouldn't 100% trust parks blog when it comes to little details like the fire, they also said the "Kiss Goodnight" exit music would come back from Disneyland Forever returned in 2022 and it didn't.

Kiss Goodnight was also cut when DL Forever returned 3 years prior in 2019 and I think they said the same thing with Kiss Goodnight.

Guess the blog didn't get the memo twice about Kiss Goodnight being cut when the fireworks show made its 2 return engagements

That’s not the first I heard about frozen returning. The rumor I heard in the parks from some fans who seem to know a lot last week suggest the Incredibles Float was improperly stored and ruined. If that’s true, and they want another unit, the most cost effective solution would be to remake the frozen float since they already have the music.

However take this with a massive grain of salt, it doesn’t come from a reliable source.

If that’s true, and they want another unit, the most cost effective solution would be to remake the frozen float since they already have the music.

I thought there was rumors that they sent that float to Hong Kong but I don't know if that was ever true. I hope it comes back, I hope it's true there will be new floats like Fresh Baked was saying.

I don't see how it can be "improperly stored", it's in the same storage building as all the other floats.
