If the facts of the situation at the time of publication state that there is no correlation, the headline shouldn't include it. It should definitely be mentioned in the article as speculation, though.I wouldn't say none.
No, because an office park being delayed would not reasonably cause hurricane casualties. Saying that something is taking place amid a feud with the governor implies that the "something" is at least related to the feud. If all that the casual social media user reads is that headline, they will be left with a false impression.Would there be any causality implied if Steve had written "...amid hurricane season..."?
Now, is that the fault of the media outlet? No, not necessarily. But they should be mindful of the new media landscape we are all living in (where a majority don't read the article, and just essentially read and share headlines), and write headlines to convey as much of the facts of the situation as possible in one sentence.
