To me that policy means you can't trade picks or players for cash. For example: HOU trades Osweiler to CLE for x amount of dollars. Instead they traded for a draft pick.

NFL owners approve the Raiders move to Las Vegas by a vote of 31-1.

Romo retired and signed on with CBS Sports - and it's being reported that he's replacing Phil Simms as an analyst.
