Well...I would make a very educated Guess in Saying that Mickey's "it all started with a mouse" float is currently having the bubble removed, so it will be the next new float. And he's on Peter's Float (actually the finale float to the original) because Mickey has to be in the parade. Who's audio were they using, Mickey's or Peter's? If you were there, I was at Epcot at that time yeterday.

They are running the Peter Pan Audio.

What would happen during a show stop is every float stoped, the character in the bubble would ask the audience help make there dream come true and count to three. They would then say pixi dust and the snow globe would blow confetie. (sp?)

Each float would do something different. I never saw all of them so I don't know what they all do but the queen would turn into the hag and back, Aladin's carpet would float up and down. The Peter Pan float made a carosel appear. Thats all I know unfortunatly.

Just to clarify, all of these floats have been used since the parade opened, they're just removing the bubbles and adding additional theming to the tops of the floats where the bubbles were.

I thought I heard there was air-conditioning inside the bubbles, is that true? If so, now will the characters be much hotter in the open air without them which is too bad. What is the reason for the removal of the bubbles? Simply to rehab the floats' looks?

No, they weren't air conditioned. They did have an air recirculation system, but it didn't cool the air.
